Sport Integrity: A new independent disclosure and complaints service for Olympic & Paralympic sport

Sport Integrity is a confidential reporting line and independent investigation service, supporting athletes, coaches and all support personnel within the Olympic and Paralympic high-performance community across the UK.

The pilot assists funded National Governing Bodies (NGBs), operating Olympic and Paralympic high-performance programmes, to uphold the highest standards of conduct in their sports.

Sport Integrity provides an independent and confidential reporting line and an independent investigation process to deal with relevant allegations of bullying, harassment, discrimination, or abuse, and to allow sports to take the appropriate disciplinary action as necessary. These services will be made available free of charge to funded NGBs.

Sport Integrity is delivered by Sport Resolutions, and supported by a confidential reporting line hosted by the charity Crimestoppers.

Who can access Sport Integrity?

  • If you are an athlete who is selected to an Olympic or Paralympic performance programme funded by UK Sport, including for the first three months after leaving the programme
  • If you are an athlete support personnel who are either working on an Olympic or Paralympic performance programme or working with athletes
  • If you are an office holder of a national governing body in receipt of UK Sport funding for an Olympic or Paralympic performance programme

Who can make a Complaint to Sport Integrity?

You must be a Relevant Person, making a Complaint in respect of a Relevant Matter. 

A Relevant Person includes:  

- Athletes on a Performance Programme funded by UK Sport; 
- Athlete Support Personnel on a Performance Programme funded by UK Sport; and  
- Office Holders of a Relevant Body.  

Performance Programme means for summer Olympic and Paralympic sports, any NGB in receipt of UK Sport funding for Progression, Academy and/or Podium (as detailed at https://www.uksport.gov.uk/our-work/investing-in-sport/how-uk-sport-funding-works).  

Relevant Body means a National Governing Body, or an organisation which operates a Performance Programme on behalf of a National Governing Body, or an organisation that provides Athlete Support Personnel to Performance Programmes.  

Complaint means a formal notification of a complaint relating to a Relevant Matter committed by a Relevant Person pursuant to an Applicable Policy  

Relevant Matter means any of the following conduct:  

- Abuse 
- Bullying 
- Discrimination (direct or indirect) 
- Harassment 
- Sexual Misconduct 
- Sexual Harassment 
- Unlawful Discrimination 
- Victimisation 

Breach of an Applicable Policy.  

Applicable Policy means either: 

The Unacceptable Behaviour Policy (UAB), as adopted by a Relevant Body; or 

Any policy of a Relevant Body that captures UAB and refers to these Procedural Rules, such as a code of conduct or performance agreement.

Can I make an anonymous Complaint?

All Complaints will be treated as confidential but cannot be made anonymously.

An incident occurred over three months ago. Can I still make a complaint?

The Sport Integrity Rules of Procedure state that a Complaint must be made within three months. However, where a complaint falls outside of that period, but would otherwise meet the criteria, Sport Integrity may exercise its discretion and accept the referral where there are just and equitable reasons.  

In the Sport Integrity Rules of Procedure, this is known as the Limitation Period.

I am no longer part of a Performance Programme. Can I still make a Complaint?

Provided the incident complained of occurred within the last three months during the Performance Programme or within three months of its termination, it will be considered within the Limitation Period.

What happens once I submit a Complaint?

The Complaint will be considered by the Investigator against the criteria in the Sport Integrity Rules of Procedure.  

The Investigator will be in touch to discuss the Complaint further, and whether it will proceed to investigation.

What happens if my complaint does not meet the criteria?

If the Complaint does not meet the criteria set out in the Sport Integrity Rules of Procedure, and the Investigator is not satisfied that the Complaint establishes a case for further investigation, the Investigator’s decision will be mandatorily reviewed by an Independent Panel. The Independent Panel will either uphold or overturn the Investigator’s decision.

What happens at the conclusion of an Investigation?

Once the Investigator has concluded the investigation, they will prepare and issue a final written Report to the Relevant Body, e.g. the National Governing Body. This Report will make findings as to whether there is a case to answer or no case to answer.  

The Relevant Body will inform the Complainant and Respondent of the Investigation Outcome.  

Where the Report makes a finding of ‘no case to answer’, the Complainant and Respondent will be notified, and the Investigation will be considered at an end.
